The Port of Everett’s comprehensive waterfront Parking Management Program balances the diverse parking demands of site users from waterfront visitors and boaters to business patrons and special event attendees, while providing consistency in parking rates and permit structure site wide. 

The Program provides two (2) hours of free parking in designated Visitor Parking each day, year-round (except during select special events) with pay-to-park thereafter. The first 2 hours free parking benefit extends to Jetty Landing Park, which was historically $3 to park. A variety of convenient, cashless pay options for Visitor and Special Event Parking include web, mobile phone application, text-to-pay, and walk up pay stations in several locations. Additionally, long-term parking options have been established for visitors needing to park longer (no parking may exceed 29 days). The Port’s on-site parking operator, LAZ Parking, monitors and enforces all parking zones and types using advanced license plate reader and online pay monitoring technology.

Digital parking permits are available for on-site business employees, marina slipholders, marine mobile operators, boat club member, and boat launch pass holders for use in designated lots. Various rules apply to individual user groups. If parked outside of designated lot(s), Visitor Parking rates and time limits apply.

ABOUT THE PARKING MANAGEMENT PROGRAM
Efforts to improve the waterfront parking experience have been underway since 2018, in consultation with previous and current parking management operators Diamond Parking and LAZ Parking, as well as industry parking expert, Walker Parking. Program implementation was phased over a three-year period while the Port worked to better understand the historical use, parking habits and counts, and contractual obligations of all site parking, as well as to incorporate community and stakeholder input. This led to optimizing parking zones, clarifying parking signage, improving ADA parking facilities, and facilitating convenient pay options to best support the needs of all site users.

Visitor Parking

Visitor Parking zones have posted time limits to support adjacent uses with various time/rate options to select from. Long-term Visitor Parking options are available in designated Visitor Parking zones up to 29 days; posted parking rates apply. No RV parking, vehicle storage or covers allowed.
You may relocate your car within the same parking lot if needed; however, you cannot move your vehicle around the site to avoid a parking fee or violation. If you intend to park more than two (2) hours or during a special event, applicable parking rates apply. Note that you may also pay remotely by web, mobile application or text to extend your parking time without returning to your vehicle. Be mindful of posted time limits for your parking zone before extending your time.
Marina visitors may park in designated Visitor Parking areas, which are conveniently located nearby all marina basins. You may park for free up to two (2) hours (except in posted Special Event Parking) and may park longer with payment of applicable Visitor Parking rates and fees.

Please contact your employer or boating club representative. Each organization has an appointed parking administrator to explain eligibility and get you set up. Specific rules apply for each group. If parked outside of the parking area(s) authorized with your parking permit, Visitor Parking rates and any posted time limits apply.
Owners of Hat Island real estate and dependents living with them are eligible to apply for a limited number of permits. Permit options are available by contacting LAZ Parking. This digital permit allows the permit holder to register multiple vehicles with the ability to park one (1) vehicle at a time in Visitor Parking located in the South Marina for up to 29 days. No RV parking, vehicle storage or covers allowed.
Camping is prohibited in Port parking areas. RVs may park for day visits in designated Visitor Parking zones so long as they fit between stall lines (or within double stalls for longer vehicles), applicable parking rates apply per stall. RVs may not park cross ways or block a drive aisle. RVs must be on wheels only; no leveling or extending slides/roll outs. RVs may not park long-term and are not authorized for overnight parking (midnight – 6 a.m.), unless Permitted by the Port and a digital parking permit is authorized by LAZ Parking.
No covering, storage or maintenance of vehicles (including motorcycles) is allowed on Port property. Any vehicle parked on Port property must be operational, meaning “street legal” and ready for use as a regular and necessary means of transportation, including displaying valid government-issued license plates.
Yes, motorcycles are allowed to park onsite. Motorcycles may not be covered. For Marina slipholders, motorcycles must be registered under your digital parking permit.
Failure to pay for parking as applicable and/or failure to comply with parking policies or regulations may trigger enforcement measures, including issuance of a parking violation(s) by LAZ Parking. As a last resort, your vehicle may be towed at the sole discretion of the Port.

If you have received a violation, please follow instructions on your violation to complete payment to LAZ Parking. If you have questions or wish to appeal your violation(s) due to extenuating circumstances, contact LAZ Parking directly. If your vehicle has been towed, contact Ron May Towing directly to pay any associated fees and retrieve your vehicle.
Parking fees are not intended as a revenue source for the Port. Parking collections offset the costs associated with parking management and any parking related expenses including monitoring and enforcement services, parking lot maintenance, signage, infrastructure, etc.
Unpaid parking fees, fines, and penalties will be assessed late fees by LAZ Parking and, if not paid, may be sent to collections. The Parking Operator will send a reminder notice before sending to collections. All violators, whether authorized permit holders or site visitors, will be fined for parking in conflict with posted signs and rules. Permit holders who continue to violate after warning or under certain situations, may lose parking permit privileges.

Special Event Parking

Currently, the standard Special Event Parking rate is $5 for a maximum of four (4) hours. This rate may vary depending on event type or duration. Special Event Parking rates supersede standard Visitor Parking rates in identified lots.
Special Event Parking may include all Visitor Parking zones site-wide, or only identified lots adjacent to the event venue depending upon event size and scope. The Port makes every effort to estimate event parking demands such that on-site parking is not oversubscribed. Events that are anticipated to exceed parking demand require coordination of off-site parking.

Marina Slipholder Parking

No. Marina visitors may park in designated Visitor Parking areas, which are conveniently located nearby all marina basins. Visitors may park for free up to two (2) hours (except in posted Special Event Parking) and may park longer with payment of applicable Visitor Parking rates. Parking lot posted time limits apply.
Slipholder Parking Permits are provided to slipholders registered on the moorage contract or dependents of the registered slipholder who are living in the same household as the moorage contract holder.

Slipholders with a current permit can park up to four days (96 hours) at a time in their designated Marina Permit Parking Area. If longer is needed, slipholders must register for long-term parking. A total of 29 days of long-term parking is allotted to each moorage holder per calendar year at no additional cost.

No. If you are visiting another marina basin you will need to park in available Visitor Parking and would be subject to any applicable Visitor Parking fees. With your permit, you may continue to park up to 96 hours at a time within your authorized parking area. If you have vessels in more than one marina basin, please note that an additional digital parking permit will be needed for that parking area.

Boat Launch Parking

Your boat launch ($15) includes the first 24-hours of parking for your tow vehicle and trailer. Any day thereafter, parking is $8/day for your tow vehicle and trailer. Please note, applicable taxes and fees will be assessed. If you are a Boat Launch Pass Holder, parking after the first 24 hours is assessed at $8/day.

Boat launch parking is available for tow vehicle and boat trailers only, unless otherwise posted or permitted. All other visitor vehicles must park in designated Visitor Parking lots; applicable parking rates apply. Overflow tow vehicle and trailer parking is available in the lot south of 10th  Street and the Boat Launch parking lot.
Tow vehicles and trailers are authorized to park in Boat Launch Parking Zones only. The tow vehicle/trailer combo is not authorized to park in any designated Visitor Parking near the launch or around the Marina. Please note: Boats, RVs, and trailers of any type are not to be parked on-site if not attached to a vehicle.
No. Trailers left unattached from a vehicle will receive a violation by LAZ Parking and may be treated as abandoned. The trailer may be impounded from Port property at owners’ risk and expense.
